Proposal: The Council of University System Staff (CUSS) is accepting nominations for the 2022-2023 University System of Maryland (USM) Board of Regents' (BOR) Staff Awards. These awards present an excellent opportunity for USM institutions to recognize outstanding staff members. All of the USM institutions are encouraged to submit nominations for the BOR Staff Awards. The awards represent the highest honor bestowed by the BOR for the achievements of Exempt and Non-Exempt Staff employees.

In accordance with BOR Policy, the nominations must be reviewed at each institution before submission to the CUSS Awards Review Committee. At the University of Maryland, the Senate Staff Affairs Committee (representative of all classifications of employees at UMD) reviews all nomination packages and submits recommendations to the President. The President will send recommendations to the CUSS Awards Review Committee. The CUSS Awards Review Committee will then select the final candidates to be submitted to the BOR. Recipients will be announced in summer 2023 with formal presentation of the award recipients by the BOR in early fall 2023.

Actions: The Staff Affairs Committee began discussing the nomination and review process at its meeting on September 1, 2020, and established November 11, 2023, as the campus nominations deadline. This deadline was later extended to November 18, 2022. The committee’s advertising and outreach efforts included the following: adding BOR information to email signatures, putting BORSA on the VPA Communicators group agenda, outreach to individual units across campus, announcements to UHR representatives and partners, and connecting with nominators and nominees from previous years.

The Staff Affairs Committee formed a subcommittee to review the nomination packets. Its members included Amy Yaich (Non-Exempt Staff), Alex Aiosa (Non-Exempt Staff), Maggie Sopanaro (Faculty), Dennis Paffrath (Non-Exempt Staff), Luis Alfonzo (Exempt Staff), and Louisa Nkrumah (Exempt Staff)

The subcommittee first met on December 1, 2022, to discuss the review process. Amy Yaich and Louisa Nkrumah were elected subcommittee co-chairs. The subcommittee reviewed nomination packages for 19 exempt staff and 3 non-exempt staff, and met again on December 16, 2022 to discuss finalists’ nomination packets. At that meeting, the subcommittee voted on the finalists. The committee voted in favor of forwarding the following staff nominees for consideration by President Pines by vote via a google form on January 13, 2023:

• Non-Exempt Nominee: Jerome McQueeny – VPA-FM-O&M-HVAC

• Exempt Nominee: Fernando Ramirez – Geographical Sciences
• Non-Exempt Nominee: Shemba Payne – Dining Services

Category Three: Extraordinary Public Service to the University or Greater Community
• Exempt Nominee: Jennifer Reynolds – College of Agriculture and Natural Resources
• Non-Exempt Nominee: Todd Waters – College of Agriculture and Natural Resources

Category Four: Effectiveness and Efficiency in Academic or Administrative Transformation
• Clint Bucco – Philip Merrill College of Journalism
• No Second Nominee

Nomination packages for each 2022-2023 BOR Staff Awards nominee were sent to the President’s Office on January 20, 2023. On January 8, 2023, Kanitta Tonggarwee, the point of contact for the BORSA process in the President’s Office, informed the Senate Office and Staff Affairs Committee that Shemba Payne and Fernando Ramirez were ineligible to be nominated for BOR Staff Awards. Payne had been a full-time employee for four years and did not meet the requirement where the “nominee must have been employed at their institution for at least five (5) consecutive years.” Ramirez had the title “Senior Faculty Specialist” and lacked a staff appointment, meaning he did not meet the requirement where the “nominee must be a Staff employee of the University System of Maryland community, including all Staff employees in Regular and Contingent II status.”

In order to find replacement nominees for the Category Two awards, the CUSS BOR Staff Awards submission deadline was extended from February 10, 2023 to February 15, 2023. The Staff Affairs Committee was unable to find a replacement non-exempt nominee, but voted via email on February 9, 2023 to submit Archilline Tablada, College of Behavioral and Social Sciences, as the exempt nominee.
