Proposal:

The Special Committee on University Finance (SCUF) was created in April 2019 as a special committee to serve a 3-year pilot period. The intention of establishing the committee as a pilot was to allow it to exist during the transition between the outgoing and incoming University Presidents and to provide time to consider how to codify the committee.
While SCUF has made significant progress in its first two years, the pandemic, changes to the financial administrative structures at the University, including the development of a new budgeting process and the creation of the Budget Advisory Committee (BAC), as well the creation of the new Vice President for Finance and Chief Financial Officer position, have made it challenging for the committee to develop a long-term vision and determination how it can support the President’s vision for the financial structures at the University.
Given the disruptions of the pandemic and the transitions at the University, an additional year is needed to access how SCUF fits into the new financial structures and how it can best serve the needs of the Senate and the administration. Therefore, the Senate leadership developed a proposal to revise the Bylaws to extend the pilot period for SCUF and to allow current committee members to extend their terms through the proposed end date for the committee.
