Proposal: The Joint President/Senate Inclusion & Respect Task Force made the following recommendation as part of its report to the University Senate on April 24, 2018:

University Senate should charge its Campus Affairs Committee with an overall review of the Policies and Procedures on the Use of Physical Facilities and the associated guidelines on chalking, demonstrations, and leafletting, working in concert with affected stakeholders. The Campus Affairs Committee should consider how the University can support allowing the rental of facilities within the
campus as a way of supporting speech and dialogue. The Campus Affairs Committee should also consider how requests from outside groups should be reviewed and approved.

The University Senate approved the task force's recommendations and they were approved by the President on May 2, 2018. As part of the implementation of the recommendations, the Campus Affairs Committee is being charged with reviewing the University of Maryland, College Park Procedures for the Use of Physical Facilities and associated guidelines.

Decision: The Campus Affairs Committee voted to approve its recommendations and send them forward for review.
Actions: The Campus Affairs Committee began work on its charge by consulting with the Director of the Senate and a representative from the Office of General Counsel. A subcommittee was formed to review existing campus policies and identify units on campus that would need to be consulted. In November, members of the subcommittee met with representatives of the Student Government Association and the Adele H. Stamp Student Union.

Representatives from the University of Maryland Police Department attended a meeting of the full committee in November.

In December and January, the subcommittee consulted representatives of the Clarice Smith Performing Arts Center (including the School of Music and the School of Theatre, Dance, & Performance Studies), the Robert H. Smith School of Business, the Riggs Alumni Center, the Registrar and Office of Undergraduate Admissions, and the Division of Intercollegiate Athletics.

At its January meeting, the committee reviewed the subcommittee findings and research on relevant policies at Big 10 and peer institutions, and began drafting revisions to the procedures. Throughout the remainder of the semester, the committee consulted with a range of campus stakeholders on its proposed revisions, and made adjustments to account for the feedback it received. The committee voted to approve proposed revisions to the procedures and several administrative recommendations at its final meeting in May 2019.
