Proposal: The President's Office informed the Senate Office that the University System of Maryland (USM) had updated its policies related to Family and Medical Leave (FML) for Faculty & Staff on April 20, 2018 to clarify federal FML obligations. The University's policy was revised to align with federal guidance requiring all USM institutions to implement a rolling 12-month period for calculating individual FML entitlements rather than using a calendar year and that that no employee be penalized as a result of the conversion to a rolling 12-month period. The President approved the policy on an interim basis pending University Senate review.

Decision: The Faculty Affairs Committee voted to forward its recommendations to the SEC for consideration.
Actions: The Faculty Affairs Committee began its review in October 2018 and agreed to form a joint subcommittee with the Staff Affairs Committee to review the revisions to the FMLA procedures for both faculty and staff. The subcommittee began meeting in early November, 2018, to consider the revised procedures. It met with representatives from University Human Resources (UHR), the Office of Faculty Affairs (OFA), and the Office of General Counsel (OGC) to get context on the recent changes to the System policy and federal and state law.

The subcommittee reported its recommendations and proposed revisions to the committee at its January 30, 2019, meeting; the committee voted unanimously to approve them. At its meeting on February 13, 2019, the committee considered a minor revision to one of the administrative recommendations, which it also approved.
