Proposal: Parking fees corruptly subsidizing the Athletic Department: The Department of Transportation collects monies for parking and is supposed to use them for the benefit of the various stakeholders—students, staff, faculty, campus visitors etc.   In the process the DOT has the difficult task to balancing the needs of the various stakeholders given limited parking.  The process of balancing these needs necessarily involves values, and one hopes these choices reflect the underlying values of the institution.  For example, parking fees for faculty and staff depend on salary so that the more highly paid members of the faculty and staff pay a higher fee; this reflects the value the campus places on equity.

Student Parking during athletic events: It is the current policy of the University, that during sporting events, students—including graduate students who do research that requires access to laboratories or libraries on campus—and are assigned to certain lots are not allowed to park in these lots during athletic events and for a time (often a substantial time) before them.  Indeed, the students are threatened that not only will they face a large fine if their cars are left in the lots, but that their cars will be towed. The purpose of this policy is to provide parking that is convenient to sports fans.  However, it provides this convenience by inhibiting the ability of our students to engage in research and education.

The Department of Transportation will cease subsidizing the Athletic Department and will retain its parking fees exclusively for legitimate transportation purposes.
Students will be allowed to use their assigned parking lots at all times regardless of whether sporting events are taking place and without the need of any additional “access permit”.  2) When there is paid parking for sports fans in a particular lot that is also normally assigned to students, the DOT will make a conservative estimate of the number spots needed to ensure that adequate space for all student permit holders given the number of students likely to show up on that day. The number of permits issued to sports fans for the lot will be limited to the number of spots in the lot minus the estimated number needed to ensure adequate student parking. 

The number of parking spaces that would be needed to accommodate students who wish to come to campus and park in their usual lots is in fact rather small; the effect on the overall parking situation for sports fan would thus be quite modest.   The cost to the DOT in forgoing some parking fees of sports fans to accommodate students would be small.

The Athletic Department gets a substantial payment from the DOT: 50% of the parking revenues generated at athletic events (after expenses). Money collected from Athletic Events could result in lower parking fees.
