Proposal: Beginning in the 2013-2014 school year, the 2nd Appeals Process for parking tickets issued by DOTS has been terminated. This process used to be run by the Appellate Board on USJ but has recently been cut. Now there is only one appeal and it is solely to a DOTS employee.

I would like to see the Second Appeals Process reinstated. The Appellate Board of the Student Judiciary is ready to fulfill this need at any time. The cost of doing so for DOTS by the Office of Student Conduct had been $10,000 which was the reason for termination, but this price can easily be negotiated or potentially even waived as the Appellate Board would potentially be willing to do its job for free.

Discussions need to occur with DOTS as the current system in place is unfair and biased. All of the funding DOTS receives is from parking tickets which is in itself biased. The price of this service to DOTS needs to be re-negotiated and a policy needs to be put in place that requires there to always be a second appeals process. The Appellate Board Second Appeals Process needs to be reinstated as it was before with more oversight from their advisor.
