Senate Bill 12-13-20

Bill ID: 12-13-20
Name: Proposal to Create More Equitable Faculty & Staff Parking Registration Fees
Proposed: 10/01/2012
Sponsor: Judy Markowitz
Proposal: The current two-tier parking registration fee structure for faculty and staff is inequitable. Faculty and staff making less than $50,000 pay $430 for parking registration and those making any amount over $50,000 pay $643 for parking registration. The results are that someone making $51,000 pays the same for parking as someone making over $100,000 per year. The parking registration fee is a significant hardship for faculty and staff in the lower ends of the first and second tier income brackets at the university.

A more equitable parking registration fee structure based on additional salary tiers is needed. The current fee structure is a significant hardship for many faculty and staff whose low salaries are subject to the same fee as those whose salaries are significantly higher. A new fee structure would make parking registration fees more equitable.

The new parking registration fee tiers could be similar to the salary tiers used in the furlough plan for FY2011 (page 2): <a href="http://www.uhr.umd.edu/furlough_2011/FY2011_UMCP_Furlough_Plan.pdf" target="_blank">http://www.uhr.umd.edu/furlough_2011/FY2011_UMCP_Furlough_Plan.pdf</a>
An example of the new fee structure could be:
Parking Fee Salary
$200 $29,999 and below
$300 $30,000-$49,999
$400 $50,000-$69,999
$500 $70,000-$89,999
$600 $90,000-$99,999
$750 $100,000-$110,000
$800 $110,00-119,999
$1000 $120,000 and above

Parking registration fees in this more equitable example are equal to about 0.6-0.8% of a salary across all salary brackets. (Fees begin at $200 because commuter parking for students is in this range.) Currently, many faculty and staff are paying about 1%, some as much as 1.28%, of their salaries towards parking registration fees. Persons in the lower salary brackets are paying higher percentages of their salaries towards parking registration fees. Those making $100,000 or more are only paying 0.6% or less of their salary towards parking registration fees.
