Proposal: As part of the effort to strengthen MPowering the State, the Presidents of the University of Maryland at Baltimore and the University of Maryland at College Park (both of which are allowed to describe themselves as simply "University of Maryland") would like to use the instantiation of the title of [Institution] Professor" as the title "University of Maryland Professor", and apply it to individual professors who are playing a major role in enabling the cooperation between both institutions. No other titles would be activated.

The present change in the APT policy would activate it as "University of Maryland Professor" and add one sentence at the end of the paragraph, as follows:

University of Maryland Professor: This title may be used for nationally distinguished scholars, creative or performing artists, or researchers who would qualify for appointment at a University System of Maryland Institution at the level of Professor, but who normally hold full-time positions outside the University. Holders of this title may provide graduate students supervision, serve as principal investigators, and participate in departmental and college shared governance. Initial appointment is for three years and is renewable annually upon recommendation to the Provost by the unit head and the dean. This is a non-tenure track title. It can be used only for faculty holding appointments at both the University of Maryland College Park and the University of Maryland Baltimore.


Once the title is activated, a general outline to implement the title would be as follows: The President will grant this title to full-time professor level UMB faculty who are active in MPowering the State programs. The UMB faculty must meet the requirements set by UMCP to be a UMCP Professor. The University of Maryland Professors will not be paid by UMCP except by mutual agreement between the two universities. Compensation from UMCP will be for services rendered to UMCP as part of an MPowering the State Program. No separate consideration will be paid by either institution solely due to award of the University of Maryland Professor title. Initial appointments are for three years and are renewable annually upon recommendation to the President by the Provost. Reciprocal conditions will hold at UMB with regards to the appointment of University of Maryland Professor of UMCP Professors at the UMB campus
