Proposal: President Loh announced that the administration has formed the Provost's Commission on Blended and Online Education. Its charge begins with determining the full extent of technology deployment on campus. Then, it will recommend ways to improve and expand the technology-enabled education that we offer on campus and to the world beyond. The work of this group will enable us to make the most of what we are already doing and accelerate progress. It will host open forums in the fall for the University community.

In the meantime, the campus is exploring joining Coursera, the "social entrepreneurship" company that partners with universities to offer online courses for free. Started by two Stanford professors, it currently has 14 AAU universities and two European counterparts as members of this consortium. Coursera's technology platform supports MOOCs (massive open online courses) that attract tens of thousands of students from around the world. MOOCs can also be blended with face-to-face learning in the classroom.

We would like the Senate to review the Coursera Program and provide feedback.

Actions: The Educational Affairs Committee began reviewing the charge and learning about the Coursera program at its meeting on September 28, 2012. The committee discussed what Coursera is, how the University came to be involved, and what involvement might mean for the University. The committee decided to research various issues for further discussion at its next meeting on October 19, 2012. The committee met with someone who has taken a Coursera course and with a Coursera instructor from UMD in fall of 2012. At its meeting in November, 2012, the committee decided to split into four subcommittees to examine specific issues from the charge. These subcommittees will report back to the full committee with reports and recommendations.

At its meeting on February 25, 2013, the committee heard final reports from the Peer Institutions and Educational Goals and Mission subcommittees and received updates from the Research and MOOCs and Online Courses and Teaching subcommittees. The committee received final reports at its meetings in March 2013. On March 27, 2013, the committee voted to approve its final recommendations on the Coursera program and forward its report to the SEC.
