Proposal: The University of Maryland School of Public Health submits this proposal to create the Executive Master of
Public Health in Public Health Practice and Policy (EMPH). This 42 credit (15 courses) graduate degree builds
on the MPH in the accredited School of Public Health. The EMPH targets those working in the public health
industry and emphasizes public health policy, practice and management. In addition, instruction is delivered in
a blended learning format with on-site executive sessions and online courses. Completion of all courses
including an internship and capstone project equips EMPH students with the knowledge, tools, and resources
needed to assume leadership roles in addressing important public health policy, practice and managements
issues that face the United States and the world today and in the future.
