Proposal: To create a program similar to those at other universities that allow students to create courses. This would make UMCP even more desirable which would lead to a variety of advantages, which include an increase in number of students, which results in an increase in money and school status. It also gives the students an opportunity to gain experience in areas that that would normally be very difficult to get.

The item carried-over to the next academic year. The new APAS Committee reviewed and discussed the issue at its first meeting of the year on September 8, 2011. The APAS Committee will continue to work on this topic at its meeting on October 12, 2011.

The APAS Committee worked on this topic throughout the Fall 2011 semester. The committee members were supportive of the idea of creating an SIC program at the University. At its meeting on November 10, 2011, the APAS Committee agreed to ask the Office of Undergraduate Studies to develop a policy proposal for consideration by the committee. A draft proposal was submitted to the APAS Committee for its meeting on December 12, 2011. The committee reviewed the draft and made suggestions. The committee will consult with the Legal Office prior to forwarding the draft proposal to the SEC for Senate action in the Spring.

After further discussion, on Monday, April 30, 2012, the APAS Committee voted to approve the recommendation to not create a SIC program at the University.
