Eligibility

The Contingent II Staff shall elect 1 Senator from among their ranks for a term of 1 year, renewable for up to 3 years. The Contingent II Staff Senator shall have been employed by the University for 12 months prior to their election (Bylaws 2.2.e).

Emeritus Faculty who are not members of the Faculty Constituency as defined in Section 3.2 of the Plan shall elect 1 Senator from among their ranks for a term of one year, renewable for up to three years (Bylaws 2.2.b).

10 Graduate Student Senators shall be elected in an at-large election. No more than 2 Graduate Student Senators may be from the same College or School. No graduate student shall be elected to, or serve in, office if not in satisfactory academic and disciplinary standing as defined in University publications. A Graduate Student Senator must be continuously enrolled and be certified by the Graduate School as a full-time graduate student in a graduate degree program at the University during the academic semesters served in the Senate, and shall not hold faculty rank, nor an administrative or staff position, but may be a graduate assistant, graduate research assistant, or graduate fellow (Plan of Organization 3.4.b).

The part-time graduate students shall elect 1 Senator from among their ranks for a term of 1 year, renewable for up to 3 years (Bylaws 2.2.g). No graduate student shall be elected to, or serve in, office if not in satisfactory academic and disciplinary standing as defined in University publications. A Graduate Student Senator must be continuously enrolled and be certified by the Graduate School as a part-time graduate student in a graduate degree program at the University during the academic semesters served in the Senate, and shall not hold faculty rank, nor an administrative or staff position, but may be a graduate assistant, graduate research assistant, or graduate fellow (Plan of Organization 3.4.b).

Head coaches who are not members of the Faculty Constituency as defined in Section 3.2 of the University Plan of Organization together shall elect one Senator from among their ranks to serve for a term of 1 year, renewable for up to 3 years (Bylaws 2.2.c).

1. Part-Time Research, Part-Time Teaching, Adjunct, and both Full-Time and Part-Time Visiting Faculty who are not members of the Faculty Constituency as defined in Section 3.2 of the Plan shall together elect 1 Senator, for a term of 1 year, renewable for up to 3 years (Bylaws 2.2.a). Eligible part-time faculty shall have been employed by the University since August of the year in which the elections are held. Eligible visiting faculty shall have been employed by the University for at least two years at the time at which the elections are held.

Post-Doctoral Scholars, Post-Doctoral Associates (formerly Research Associates), Junior Lecturers, and Faculty Assistants (formerly Faculty Research Assistants) who are not members of any Senate constituency as defined in Article 3 of the Plan together shall elect 1 Senator, for a term of 1 year, renewable for up to 3 years (Bylaws 2.2.d). Eligible faculty shall have been employed by the University since August of the year in which the elections are held.

Professional Track (PTK) Faculty constituents are defined as: those who hold a full-time PTK Faculty appointment at a rank defined in II-1.00 [G], and Librarian I faculty (as defined in II-1.00 [A]), excluding the term-limited and entry-level professional track titles (Plan of Organization 3.2.a). 1 PTK Faculty Senator shall be elected by the PTK Faculty for every 30 faculty members as defined in section 3.2.a(2) of the Plan, or major fraction thereof (16 or more) (Plan of Organization 3.2.b).

The exclusion of entry-level or term-limited titles excludes faculty with the following titles: Faculty Assistant, Faculty Research Assistant, Junior Lecturer, Research Associate, Post-Doctoral Scholar, and Post-Doctoral Associate. These faculty are represented on the Senate in a single-member constituency, and so are not eligible to serve as PTK Faculty Senators representing a College or School. Visiting faculty are also ineligible to run for these seats.

Eligible PTK faculty shall have been employed by the University since August of the year in which the elections are held. PTK Faculty Senators shall be elected by their College or School. Faculty serving as administrators shall be considered members of the units in which they hold faculty rank and are thus eligible for election to the Senate from those units. Notwithstanding the above rate of representation, each College or School with less than a major fraction of faculty members shall be entitled to elect 1 Senator (Plan of Organization 3.2.b).

For the purpose of Senate representation, the Staff Constituency is divided into the following categories:

1. Exempt Staff from Colleges, Schools, and Academic Affairs
2. Exempt Staff from Divisions
3. Non-Exempt Staff from Colleges, Schools, and Academic Affairs
4. Non-Exempt Staff from Divisions

Each category shall elect 1 Senator from among its ranks for each 200 staff members or major fraction thereof (Bylaws 2.1.a). For purpose of representation in the Senate, staff constituents are defined as those who hold a full-time permanent appointment as defined by the applicable University definitions and classifications (Plan of Organization 3.3.a). Staff member job categories will not include the category designated for the President, vice presidents, provosts, and deans if they hold faculty rank. Any individual within the faculty member voting constituency cannot be included in the staff member voting constituency or nominated for election as a Staff Senator. Staff candidates for the Senate must have been employed at the University of Maryland for 12 months prior to standing as candidates for Senate. Staff members may not stand for Senate elections while in the probationary period of employment (Senate Bylaws 2.1.b and 2.1.c).

Tenured/Tenure-Track (T/TT) Faculty constituents are defined as: those who hold a full-time tenured or tenure-track appointment at the rank of Professor, Associate Professor, Assistant Professor or field faculty ranks recognized by the University as parallel to these; Librarians II, III, or IV; and Instructors and Lecturers who have job security. Representatives to the Senate shall be elected from those faculty constituents who have been under contract to the University at least since August of the academic year during which the elections is held (Plan of Organization 3.2.a and 3.2.b).

T/TT Faculty Senators shall be elected in accordance with the individual Plan of Organization of their College or School, or, for library faculty, the Plan of Organization of the Library, as approved by the Senate. 1 T/TT Faculty Senator shall be elected for every 15 faculty members, or major fraction thereof (8 or more). Faculty serving as administrators shall be considered members of the units in which they hold faculty rank and are thus eligible for election to the Senate from those units. Notwithstanding the above rate of representation, each College or School with less than a major fraction of faculty members shall be entitled to elect one senator (Plan of Organization 3.2.b).

1 Undergraduate Student Senator shall be elected for each 1000 full-time undergraduate students or major fraction thereof (501 or more). Each College or School with undergraduate enrollment and the Office of Undergraduate Studies shall be represented by at least one Undergraduate Student Senator. No undergraduate student shall be elected to, or serve in, office if not in satisfactory academic and disciplinary standing as defined in University publications. An Undergraduate Student Senator must be continuously enrolled in an undergraduate program at the University for at least 12 academic hours during the academic semesters served in the Senate and shall not hold faculty rank, or an administrative or staff position, but may be employed by the University as a student employee (Plan of Organization 3.4.a).
