Proposed Procedures for the April 24, 2018 Senate Meeting

The Senate will meet on April 24, 2018 to review and vote on the recommendations of the Joint President/Senate Inclusion & Respect Task Force. The Task Force's recommendations are the culmination of considerable community outreach, administrative consultation, research, and extensive deliberation.

In order to ensure a thorough review culminating in a final vote, the Senate Executive Committee (SEC) will propose the following structure and procedures for discussion of this agenda item. The Senate Chair will provide an opportunity for Senators to make general comments about the Task Force’s work after the presentation by the co-chairs. Discussion of the specific recommendations will be organized into the following major categories:

  1. Values of the University
  2. Hate/Bias Incident Response & Policy on Threatening & Intimidating Conduct
  3. Free Speech & Freedom of Expression
  4. Prevention & Education
  5. Evaluation & Assessment
  6. Other Task Force Recommendations

Amendments: Senators who wish to propose an amendment are strongly encouraged to submit proposed amendments to senate-admin@umd.edu by 5:00 p.m. on Friday, April 20, 2018. This will allow us to share amendments in advance and display the amendment on the screen at the meeting. A template for proposed amendments can be found here, and all submitted amendments should include the following:

  1. Name of the proposer (must be a Senator)
  2. Page and section where the language appears
  3. Original Text
  4. Proposed Text (amendment)
  5. Rationale

Amendments submitted by the deadline will be posted with the materials for the meeting. The Senator submitting the amendment must move the amendment on the floor of the Senate meeting during discussion of the appropriate category and the amendment must be seconded by a Senator.

The Senate will consider additional amendments brought directly to the meeting after the pre-submitted amendments as time allows. To propose an amendment at the meeting, please email the text of the amendment to reka@umd.edu and provide two paper copies of your amendment to the Senate Director on the stage.

Procedures for Discussion:

  1. Each Senator will be given 2 minutes to speak.
  2. A Senator may only speak a second time once everyone else has had an opportunity to speak on a particular category.
  3. Senators may share their 2 minutes with non-Senators.
  4. Senators may introduce a non-Senator to speak, but may not speak or introduce any additional non-Senators until everyone else has had an opportunity to speak.
  5. Amendments that were submitted by the deadline will be discussed first.
  6. Amendments will be discussed in the order of the seven categories outlined above.
  7. Presentation and discussion of amendments will follow the same procedures for speakers outlined above.
