Name: Interim University of Maryland Policy on Leave Without Pay for Faculty

Proposal: The UMCP Guidelines and Procedures for Faculty Leave of Absence Without Pay II-2.20(A) had not been revised since 1991. The policy was in direct conflict with the University System of Maryland (USM) Policy on Leave Without Pay for Faculty (II-2.20), the USM University System of Maryland Policy on Sabbatical Leave for Faculty (II-2.00), and the University of Maryland Policy and Procedures on Sabbatical Leave for Faculty II-2.00(A), because all three policies stipulate that “leave of absence without pay shall not be counted as service for purposes of sabbatical leave”. In June 2020, the President approved revisions to the policy in order to remove the conflict, and put the revised policy in place on an interim basis, pending Senate review.

Actions: The Faculty Affairs Committee began its review at its meeting on October 1, 2020, where it reviewed the charge and began initial discussions on the interim policy.

The Faculty Affairs Committee reviewed the recommended proposed revisions forwarded from the subcommittee. In its review and in consultations with key stakeholders, the Faculty Affairs Committee decided to add two additional recommendations related to processes and tenure delay.

The Faculty Affairs Committee developed a recommendation, in consultation with OFA, that a checklist should be developed to help explain the process. The checklist would detail the compliance clearances and attestations noted in the Policy, as well as other specific considerations that should be detailed in the Proposal or Request.
