Senate Bill 18-19-06

Bill ID: 18-19-06
Name: Review of the University of Maryland, College Park Policy on Inclusive Language
Proposed: 09/14/2018
Sponsor: Senate Office
Proposal: As part of its recommendations on Providing Gender Inclusive Facilities (Senate Document #16-17-32), the Equity, Diversity, & Inclusion (EDI) Committee recommended that it be charged with a comprehensive review of the University of Maryland Policy on Inclusive Language (VI-1.00[C]) in order to ensure that the policy accords with the University’s principles on diversity and inclusion, as well as existing policies and practices. The Senate approved the EDI Committee's recommendations on September 5, 2018 and the President approved the recommendations on September 14, 2018. As a result, the Senate Executive Committee (SEC) will charge the committee with a review of the policy.

The SEC also received a related proposal on evaluating gendered language (Senate Document #18-19-07), which will be appended to the committee's charge for its appropriate consideration.

Decision Date: 05/23/2019
Decision Due By: 05/10/2019
Decision: The EDI Committee voted to send its recommendations to the SEC for consideration.
Actions: In spring 2019, the EDI Committee consulted with the Office of Civil Rights and Sexual Misconduct and the Office of Diversity and Inclusion to evaluate whether the scope of the current policy aligns with the University's principles on diversity and inclusion. The committee also conducted peer research and spoke with a representative from the LGBT Equity Center.

In March and April, the committee drafted and refined its recommendations, which it reported on at the committee's April 19, 2019, meeting. The EDI Committee shared the draft recommendations with various stakeholders and made appropriate modifications in light of the feedback. The committee voted to approve them, pending review of the newly appointed Vice President of Diversity & Inclusion, at its meeting on May 23, 2019.

Following that review, several minor changes were adopted to clarify the University's commitment to protecting academic freedom and freedom of expression and more clearly establish that the policy applies to materials produced by employees in the course of their duties. These changes were shared with the Office of General Counsel, the Office of Strategic Communications, and the new EDI Committee, none of which had any objections.
